China is considering an appeal after the World Trade Organization ruled that it had placed illegal restrictions on the export of scarce raw materials, a spokesman from the Ministry of Commerce said on Friday.
The World Trade Organization's July 5 ruling has called into question China's controversial restrictions on rare earth exports.
The Chinese spokesman said the country needed to take account of domestic production as well as ecological protection and sustainable development.
It has until Sept 2 to lodge an appeal.
