The 14th meeting of the Standing Committee of the 11th NPC which concluded yesterday revised the State Compensation Law; it now requires governmental agencies to prove their innocence when accused of killing or injuring people in detainment. People in detainment who are hurt or tortured will get compensation from the government; mental damage caused by the government or civil servants will also be viewed as a possible reason for governmental compensation. In the past it was the individuals responsibility to prove they were injured while in detainment, now it is the responsibility of the government to prove their innocence.
