Guangdong provincial government issued a document yesterday stating it plans to "guide and encourage" 1.8 million rural migrant workers to settle down in towns throughout the province before the end of 2012. According to the draft document, a points system will be introduced that ranks these internal immigrants in terms of their skills, while also taking into consideration other factors such as volunteer work and whether the individual has ever donated blood. If these rural migrants are able to reach more than 60 points, they become eligible to apply for an urban household registration.
