Yesterday, Li Jianqin, head of the Ministry of Land and Resources' law enforcement and supervision division, said that the ministry would release a plan aimed at tackling the problem of "minor property rights" in the near future. Under the existing Land Administration Law, rural land use rights cannot be transferred, which results in property built upon such land having lesser or "minor" property rights, impacting on the legal provisions and compensation relating to any move to demolish the property. Mr. Li went on to say that the draft plan had already been sumbitted to the State Council and that the ministry was soliciting public opinions on the proposed plan.
