After a process involving public consultation and attendant amendments, Shanghai officially released its new health care reform plan yesterday. The new policy program goes
beyond the average standard of support for health care throughout the rest of the country. According to the new plan, The public health insurance coverage for citizens and rural residents will enable them to reclaim 70% of their hospital fees on average, the ceiling on payouts will also be lifted and, by the end of 2012, those covered by the city's health insurance system will exceed 90% of residents.
